An examination of how the new rezoning law, “City of Yes for Housing Opportunity,” will influence investment opportunities for Black real estate entrepreneurs in Black communities throughout New York City.

On June 6, 2020, Thomas Lopez-Pierre, President/CEO, launched the Black Real Estate Forum, LLC (the "Forum") as a private membership association of Black accredited investors for the purpose of:
1 - Helping to establish social impact private equity real estate funds.
2 - Hosting real estate industry networking events.
3 - Recruiting allies from other racial groups to help with mission-building.
The primary mission of the Black Real Estate Forum, LLC is to increase the number of Black accredited investors that invest with Black real estate entrepreneurs in Black communities in America.
On April 30, 2021, Thomas Lopez-Pierre, Fund Manager, launched BREF Fund I, LLC (the "Fund") as a Black-owned, social impact private equity real estate fund.
50% annual rate of return on capital employed!
(For every dollar invested by Thomas Lopez-Pierre with a Black real estate entrepreneur, a 50% rate of return was successfully earned).
On December 9, 2024, Thomas Lopez-Pierre [ revised his business strategy ] by changing the name of the fund and by expanding his investor base.
On December 31, 2024, Thomas Lopez-Pierre CLOSED the Urban Real Estate Fund, LLC (Fund I) to new equity investors (but will continue to raise debt capital from ALL RACIAL GROUPS).
On January 2, 2025, Thomas Lopez-Pierre launched the Urban Real Estate Fund II, LLC (Fund II) with plans to raise Five Million Dollars in equity capital within three (3) years from Black accredited investors.
Rebranding:
The fund was renamed the [ Urban Real Estate Fund, LLC (Fund I)/Urban Real Estate Fund II, LLC (Fund II) ].
Expansion of Investor Base:
The fund began accepting debt capital from accredited investors of [ all racial groups ] in accordance with U.S. Securities and Exchange Commission Regulation D.

For over two decades, Black people have represented more than a [ third of the U.S. prison population ] despite making up only 14% of the general population.
In 2021, Black people (57%) and Hispanic people (30%) made up almost 90% of New York City’s over 16,000 jail admissions despite only comprising 52% of the overall population of New York City.

We believe that providing economic opportunities (by building wealth and creating jobs) is one of the most effective ways to reduce [ crime rates and incarceration of Black people ].
Investment Focus:
The Urban Real Estate Fund, LLC (Fund I) and the Urban Real Estate Fund II, LLC (Fund II) [ exclusively invest ] with Black real estate entrepreneurs operating in Black communities across the Northeastern United States: Connecticut, Delaware, Maryland, Massachusetts, New Jersey, New York, Pennsylvania, and Washington, D.C.
Due to historical and systemic barriers in the capital markets, Black real estate entrepreneurs often struggle to access investment capital.
The Urban Real Estate Fund, LLC (Fund I) and the Urban Real Estate Fund II, LLC (Fund II) seek to address these [ "market imperfections" rooted in economic racism ] by providing much-needed investment capital to these entrepreneurs. NOTE: The Urban Real Estate Fund, LLC (Fund I) and the Urban Real Estate Fund II, LLC (Fund II) require their Black real estate entrepreneurs to [ employ Black workers ] including electricians, plumbers, and construction contractors as part of their commitment to help reduce [ crime rates and incarceration of Black people ] by providing jobs for Black people.

The Urban Real Estate Fund, LLC (Fund I) and the Urban Real Estate Fund II, LLC (Fund II)'s investments are secured by real estate, offering high yields, low volatility, and short durations. The Urban Real Estate Fund, LLC (Fund I) and the Urban Real Estate Fund II, LLC (Fund II) mandate a 50% annual rate of return on capital employed and require Black real estate entrepreneurs to provide secondary property collateral to ensure repayment. On June 14, 2024, BREF Fund I, LLC (now Urban Real Estate Fund, LLC) invested $100,000 with Tony Payton, Jr. into 319 Friends Street, Camden, NJ 08102.
In 2025, Tony Payton, Jr. will be required to pay a $50,000 investment payment (50% rate of return) and return $100,000 in principal capital to the Urban Real Estate Fund, LLC.
